From the new Rules of Handicapping

Rule 2.1: A score is acceptable for handicapping purposes if the round has been played:

• In an authorized format of play
• In the company of at least one other person, who may also act as a marker (subject to the rules of golf)
• By the Rules of Golf
• On a Course with a current Course & Slope Rating
• On a Golf Course in its active season

In addition, the players score must be certified (signed) in accordance with the rules of handicapping.

Rule 4.3: A player should submit their score as soon as possible on the day of play, after completion of their round, and before midnight (local time)

Note under rule 4.3: The Handicap Committee should investigate any repeat occurrence of a player failing to submit a score in a timely manner (see Rule 7.1b)

Note under rule 7.1b: The Handicap Committee or the Authorized Association should consider disciplinary procedures for players who repeated fail to submit their scores or who fail to complete rounds.

Note to members: these rules apply to what are currently called supplementary scores and will be subject to the same disciplinary procedures as per Rule 7.1b
